Cannot Shift select and apply parent to specific pages pages

I have a 200+ page document I've been formatting only to discover that I cannot apply my parent pages to selected pages. I have multiple authors who need specific header names on their works, and I do not want to click and drag the parent pages 100 times 😞 The bottom of the file does allow me to right click and apply parent to selected pages, but the top does not.

It doesn't have an option to apply to selected pages anymore, and it only applies to the entire document, like so:
