CC Libraries links broken each time file is opened on server environment

Hi

Since moving from using In Design on our local Mac environment to a server environment, links to the CC Library display as broken each time a file is closed and opened again. 

The links fix themselves and the red dot next to the file disappears after a few seconds of opening the document but the error message displays each time the files are opened.

This brings up a related question I have been meaning to ask: Is CC Libraries turned off until you click the panel in the dock? Is that when it activates to an ON state?

Have you installed InDesign onto the server itself, rather than launching and running it from your local drive?

What if you run InDesign locally, but store the files you're opening on the server?
