Chapter opening on two-page spread

I'm working on a book that opens each chapter on a two-page spread (see attached; if necessary, change Page Display to Two-page view, no Cover Page).

 

InDesign defaults to opening a file on a recto and adding a blank verso if there's no text after the last recto. I want to reverse these defaults and open each chapter on a Page 2-3 spread, then add a blank recto if necessary at the end.

 

Anyone know how to do this? Is it even possible?

Well, to follow up, my PDF of the opening spread didn't work here, they were on separate pages, so I created a jpeg, let's see if that works. And BTW, I don't know how to use code in InD, so this may not be possible, and I'll have to rework the PDF of the book and somehow make the page numbering correct.

 

But any ideas are welcome!!!
