I cant find the Assignment Panel nor create packages for InCopy with CC 2022 anymore. 

Did adobe delete this function with the update?

Yes, I can confirm that installing any advanced editorial workflow tool disables the native InCopy plugin.

You should find it under "Window/Editorial/Assignments".

If non findable, have a look at the "Edit/Menus" and see if assignments is unchecked in the editorial menu. But even then, you should see a "display all menu items" command at the bottom of the "Window/Editorial/Assignments" menu.

Try resetting the workspace or worst case scenario, trash preferences and start again.

thanks! still couldnt find the assignments panel. it looks like like the disappearance of the panel is caused by the woodwing-plugin. couldnt find an other explanation so far. does anyone experience this too?

It's still there but it's an absolutely horrific workflow. Use a shared Dropbox or OneDrive folder instead.
