This problem seems to occur when more than one version of InDesign has been installed on your system. An old thread https://community.adobe.com/t5/indesign-discussions/error-missing-cp1252-txt-file/td-p/1365139 deals with the issue. It offers an explanation plus several possible suggestions for fixing the issue.

But then even if it installs, you won't be able to activate it as the activation servers have been shut down. How do plan to use it then?

Didn't Adobe issue a non-activating installer for CS3 for licensed users when they shut down the servers? I remember seeing posts about it, but the download page seems to be gone.

I don't think that would prevent someone who downloaded the CS3 installer and serial number, when it was available, from continuing to use them. I didn't do it because by that time CS5 was far more reliable and I no longer had reason touse CS3, but others may have done so, including the OP.

And I suspect the removal of the download was aimed at stopping the rampant piracy that posting it initiated.

That was CS2 which set off a lot of post about FREE Photoshop, Illustrator and InDesign. With CS3 I think, and I can't swear to it, they would issue a new serial on request but they stopped doing that, too, AFAIK.
