Dictionary Language Setting in Preferences vs. User Dictionary in Document

The default dictionary language is set to English: USA under Edit-->Preferences-->Dictionary. However, my document is trying to force me to use English:Canadian. I right-click a "misspelled" word (i.e. favorite - it wants me to change it to "favourite") and click "user dictionary." The language there is English:Canadian. If I change it to English:USA, it will not stick. Help.

The dictionary used in Spell-Check is determinded by the Language set in the text styles. 

Language is a Character-Level setting, although it can be set in a parapgraph style as well.
