In one layout, I am seeing very different text flows using Normal vs. Preview views. Same layout, just the view is different. Major bug? I've made a pdf of some pages, its matches the Normal view, but still, how can I design if I go to Preview, and it shows the text flowing very differently from Normal? Has anyone come upon this problem, and have any solutions. Has this been reported to Adobe?
PS, Ive made screen shots, but cannot post, this is a book design, and I cannot show it prepublication.

I can’t replicate what you are describing. Is it limited to one document? Can you fill a text thread with Type>Fill with Placeholder Text and screen capture that?

four years after you posted this, I'm having exactly the same issue. Has happened two days in a row. Close the document and reopen, it resolves. BUG, I say (as you did as well).

The only thing I can think of is something I occasionally encounter if I am working on a spread and make a change to the right-hand portion of it that affects overall flow; the left page or left side of the spread does not immediately update. I have to click "upstream" or page up and down for the text to shake out and flow as it should. This is, of course, cleared if the doc is closed and then opened again.
It seems to be quite rare, and readily fixed if encountered. I can't really see a situation where a wrong visual flow would lead to a faulty job being printed or exported, except in a very narrow range of small, hacky-setup projects done very quickly. (That is, where you might slap something together, print a copy for a co-worker, and only then discover the visual flow is being strange.)
