After importing a .docx file to InDesign and saving it as an InDesign file, I cannot export the file as an .EPUB fixed layout file. Attempts to open it causes it to initiate winword.exe, resulting in an error message. It seems as though the new InDesign file remains "linked" to Word. If this is the problem, how do I break that link so that the .EPUB file operates properly.

link panel > select your word linked file > click "Unlink"

It's probably because your file association is not setup correctly
