You say you bought and installed InDesign 2023, and that Adobe Cloud (I'm assuming you're talking about Adobe Creative Cloud desktop application) has reported an Error 54 exception.
Removing and reinstalling Creative Cloud and its application(s) is a good place to start. But there are a lot of moving parts to a Creative Cloud install that are distributed to disparate parts of the Windows operating system when it's installed.
Rather than just uninstalling/reinstalling all that software again, use Adobe's Creative Cloud Cleaner tool to ensure that everything from Adobe Creative Cloud is removed before you reinstall the software. You can learn more about Adobe's cleaner tool through this link.
Hopefully getting a perfectly clean install after using the Adobe Creative Cloud Cleaner tool will get you better results. I'd try this first, then if you continue to have problems, please come back here and sound the alarm. There are lots of sharp folks around here who can lend a hand.

Did you really mean InDesign 2023 or is it in fact 2025? InDesign 2023 currently cannot be bought and also cannot be installed from Creative Cloud. If you're really using InDesign 2023 and do need this specific version for whatever reason, keep in mind that there's no official way to reinstall it if you happen to uninstall it. Only InDesign 2025 and 2024 are available.

That error message is indicating there is an open dialog waiting for a response from you before anything else can happen. It may be off-screen. Closing all other programs and making InDesign active, then pressing Esc (to cancel the dialog) might clear the dialog. Disconnecting a second monitor, if you use one, might help.
I agree with @Randy Hagan that using the cleaner tool is probably in order, but as @Robert at ID-Tasker points out there are no authorized ways to purchase a license for 2023 versions, so if that's what you have there's a good chance you were scammed and your installer is counterfeit or incomplete and re-running it might make no difference.
