Try resetting your preferences:
The easiest way to reset everything is to delete the InDesign preferences: as soon as InDesign starts to boot hold down Shift, Alt, Ctrl (and Apple/Cmd if working on a Macintosh). A dialog will appear asking to delete the InDesign Preferences, select 'Yes' on this dialog.

Another method

---------------------------------

Reinstalling rarely fixes everything - you can do a complete reinstall using the
Creative Cloud Cleaner Tool https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

If I am not wrong you get this on a WIN machine right? The first thing to check would be whether this plugin is present or not. If it is, then check it's size etc vis a vis any other version of InDesign Debug version that you might have installed a very big difference could point to a faulty/corrupted plugin.

Secondly these errors also occur due to the OS issues. Check if you have any WIN updates pending, if you have install it. Make sure your VS Redistributable packages are installed properly, repair them, install the latest version etc.

If nothing of the above works then resort to a clean reinstallation, unistall using Creative Cloud Cleaner tool and then install.
