force footnote to ignore text wrap

in the old indesign cs, footnotes normally stick to the bottom of the tex frame despite a text wrapped object around it. in the current indesign, footnotes are affected by text wraps.

 

is there any setting to have the footnotes ignore any text wrap and remain at the bottom of the text box?

The only workaround I know, is to convert footnotes into endnotes. Their frames can be placed individually.

Placed objects tend to take precendence; I can't see any variation that would allow, say, ID to move an object or ignore margins to place a footnote where an object is blocking its space.

 

You should be able to easily move the object to allow the footnote to fall beneath it, probably by turning off bottom wrap margin. As in:
