I am currently working on a document that would have multiple forms all on different pages and was wondering if it would be possible for my users to complete and send a single form without the pdf attaching the entire document... I hope my request makes sence. I want the submission option to only send the page that the completed form is on and omit the rest of the pdf document.

This is not possible in InDesign. You can visit the Acrobat forum and ask there, but I will warn you that unless you can control the PDF reader application being used, this will be an exercise in futility.

And…if you want it to work in a browser, you should just create HTML forms and be done with it.
