Gaps in EPUB pages around photos

Hi hoping you can help. First screenshot below is a page that’s giving me trouble in my epub and how it looks in Indesign. The text sits nicely above the photo as it should. There is no page break. Hidden characters showing. The second screenshot is how it looks in Kindle Previewer. Why is there the big white space between the paragraph above the pic and the photo? This has only happened to three of 20 photos in the design and I haven’t done anything differently with them. The problem photos are not locked, they’re not on Master page. Styles are applied to all paras and text incl caption style.

In Kindle Previewer, can you make the reading text smaller? If so, the picture would likely have room to fit on the left-hand page. If the text is set to view larger, the pix will move to the next page. This is typical behavior for a reflowable epub.
