H1 Headers are nesting under the first H1 header

Whatever H1 header I make the first H1 header, all other H1 headers nest underneath. They should all be at the same level. These are all linked text frames.

We handle the levels in the Table of Contents dialog box. (You did generate the TOC and didn't just type it, and then manually add the bookmarks?)

 

This is all automated using Layout > Table of Contents. Assuming a yes, please share a screenshot of the Table of Contents dialog box so that we can see your settings.
