Hand tool in pdf is not working over the button area

In the pdf, I have a layer converted into buttons in InDesign. I couldn't use the hand tool over this layer because of the button. This makes it very difficult to pan the pdf. Is there any solutions.

It's the nature of input areas of fields and buttons to be always in the foreground. That's why you can't use the hand tool there.
