HELP! Incorporating multiple images

Hi,

 

Five stars to the person who can explain how to incorporate - easily, not manually - 1000 ex PNGs/JPEGs (each one different / QR codes) into one, unique design (Illustrator/Photoshop/Indesign). Can Adobe Acrobat manage something like this? If I don't find a solution, it's going to be a one-by-one process - AKA nightmare !!
