HI
I created a file in IDD and it's in 4 layers. I want to make one element about 60% opacity on ONE layer but all the layers get affected. I recreated the entire file and still an issue. Anyone have an idea why or how to fix this? so odd!
Thank you for the example file.
But there is no opacity on your background picture!
As Uwe and I supposed.
The dazzling pink and violet colors of your RGB image are not possible in your CMYK colorspace.
The transparency switch to CMYK.
You can check this:
a) change the Transparency Blend Space to RBG --> no changes while changing the opacity of your rectangle.
or
b) activate your Overprint Preview --> no changes while changing the opacity of your rectangle.

Can you send a screen shot of the expanded layers panel showing the objects with the one you want to edit highlighted?

One shot into the sky:
I hope, you did not change the opacity in your base Object format (which is also applied to all other objects).

when I screen back the square to show photo below thru it, the entire photo (on a sep layer below and locked) gets screened back too. I have tried everything I can think of , inlcuding making a new file and rebooting my machine

Color values of your black (pure black, or deep black or Registration)?
What are your color space settings?
Overprint preview on/off?
Color proof on/off?

that's getting too complex. I created a normal file with 4 layers. I want to make one Object transparent on one layer, but it messes up ALL the layers when i do so. Have no idea why. I used this software for 20 years and never happened before. I created many new versions and won't work on any of them. so bummed. thanks for trying tho!

No.
This topic (colormanagement and transparency) is complex. One setting could change a lot.
At least give a screenshot of your menu: View, please.

I am not sure what menu you need? I put 2 screen shots above a little while ago. not what you need?

Hi jemmaB ,
I inspected your InDesign document.
There is nothing wrong with the behavior you are seeing.
1. The document is made with option Print Intent.
Because of that the Transparency Blend Space is set to CMYK.
So I assume the document will be printed to CMYK down the workflow.
2. If no transparency is introduced on the spread all RGB colors are showing in RGB.
EDIT: I talk about view "Normal" here.
3. You added transparency to the spread in the moment you applied the effect to that frame with fill color [Black].
Now the preview of all RGB colors is changing according to the Transparency Blend Space used. The preview of the spread is changing as if the colors are separated from RGB to CMYK colors.
Note: The actual RGB colors of the placed RGB image will not change.
It's just a preview that is based on the color settings of your document.
4. You could prevent this behavior in changing the Transparency Blend Space to RGB.
But: Would that help you? No. Because this ad will be printed finally and it's good to see what will happen to your RGB colors if they are separated to CMYK and printed with CMYK colors.
If you do not want to print the ad and just export it as PDF for viewing in a PDF viewing app so that the RGB colors could stay as vibrant as you see them without introducing transparency, go ahead and change the Transparency Blend Space to RGB. Also note what will happen to your CMYK colors after they are converted to RGB colors. Especially with [Black] after exporting to PDF and using an RGB color space as target.
Regards,
Uwe

Check out Isolate Blending Mode in the Effects panel. Not exactly what you're asking for with Opacity between Layers, but it will work to confine Blending modes to a within a certain Group.
Please see screenshot.

if I try to make the black square 70% opacity, it messes up the photo on a sep layer as well! and it's locked.
