Hover tooltips add-on for InDesign?

Is there an add-on that can help with just having tooltips appear when hovering over the item in InDesign?  This is a basic on many software tools, it feels clunky to get started and going with InDesign.

Hovering tooltips are set in Edit > Preferences > Interface > Cursor and gesture options

But maybe you mean that you want those but not the tips that appear at various places (and which have been driving many people round the bend, see https://community.adobe.com/t5/indesign-discussions/fr-how-to-disable-quot-learn-more-quot-pop-ups-i...)

Thanks for the quick response.  It seems a restart was needed, but it does seem that the tools and such require a lot of tedium with menu pulldowns that don't display tips either.  

I do appreciate the extra about the other popups.
