In a case like your example you would typically set the baseline grid to match the leading specified in your body text paragraph style and include align to grid as part of that style. You woud the add space before and after to the style for your headings.

In your example you have grid lines at half of the leading value (essentially twice as many as you want), and have used blank paragraphs for spacing instead of using spacing built into the style which can result in a blank line at the top of a column if the heading is the first thing in the column.

It's also fairly common to take the heads off the baseline grid as a way to manage the spacing. If you snap the heads to the grid, you are limited to either no space before/after, or a full line, or multiples of a full line. Taking them off the grid offers more flexibility.
