Here is a file. It starts at:

Level 1: 1.0

Level 2: 1.1

Level 3: 1.1.1

If you reuse Level 1, it will become 2.0, 2.1, 2.1.1, etc.

I'm confused by your example: each individual item in the list has the same number.

Is that correct, or did you want

12.2.12

12.2.13

12.3.14 etc.

 

Regardless of which way you want them numbered, you must make a paragraph style and set the options for Bullets & Numbering / Numbered List / and then select the options you want.
