How do I disable popup 'tips'?

Here's an example of what I'm talking about. Also if anyone knows how to permanently remove the blue popups from all CS apps that would be great too.

In Adobe Acrobat Pro DC you need to uncheck 2 boxes...
  1. First location: Edit -> Preferences -> General -> Scroll down and uncheck "Show me messages" when launching Acrobat.
  2. Second location: Edit -> Preferences -> Accessibility -> Enable assistive technology support.
