I am trying to make a file accessible but whenever there are anchored photos, anchored text frames in Indesign

I am unable to add them to articles panel for reading order. It just doesn't let me add

Is there a way to control that?

Or do i need to release all anchors?

You would add the textframe that they are anchored to.

If the text or graphic frame is already anchored into the main story text frame, then they're already in the Articles panel by default.

You only need to drag them into the Articles panel separately when they are not anchored.

To see test this, export an accessible interactive PDF and check the Tag Tree panel.
