Unfortunately the CC libraries are not exposed in the InDesign scripting DOM (Document Object Model).

I don't think CCLibraries are available thrrough the scripting interface, only the indl file creation andrelated operations are possible via scripting. See the following

I don't think the CC Libaries have been opened to scripting in any application. CC Library development is handled in a different area of Adobe, more closely aligned to the Creative Cloud application itself.

There are signs that nothing was added in the ExtendScript DOM since then.

Well, with Illustrator one could record actions and access them by scripting.
So, perhaps it's possible to have a workaround even if the ExtendScript DOM does not offer anything at first glance.

Creative Cloud Libraries have their own (cloud service) API.
I don't know how far you will get with that approach - just had a first look at that page myself.
