Is all of the text using the same paragraph style?

We need to know about the styles in use and leading that you've applied. It certainly looks like that last line the paragraph retuyrn is either a larger font or has a larger leading value than the other text (seems to match the heading above).

Does it change if you remove the extraneous return character after the word Standards on the second line?

Also, check the point size of the return character after 1996 - see if it is a larger size than the rest of the line, or if it has a larger leading value.
