Enter in the number block makes a frame brake. 
Return in the main block creates a new paragraph.

I have a whole list of text in a text box (each on another line) and I want each line of text in a separate text box.

Tried that, that doesn't get me every line in another text box.

(I do want them on the same page.)

Do you have enough linked TextFrames on the page? They won't magically appear out of the thin air - you need to make them first and link / thread them together.

 

Can you post a screenshot of what you have - and what would you like to achieve? With edges visible and hidden characters visible as well. 

 

There is also a difference between Text LINE and Paragraph.

Still, why would you with Data Merge...? I feel a deep misunderstanding of InDesign in the question to be honest...

I mean simple info in separate paragraphs - split into separate TFs. 

Kind of what you could do with a table - style columns with ParaStyles and split with "^p" as column and row separator.
