Hi, I recently updated both OSX and Indesign and now I can no longer see recent folders when relinking or placing files.
Is this because of a change in Indesign or in the OS?
I hope somebody gets what I mean:
I used to see recent folders suggested when relinking files, which was great for the workflow as you often save files somewhere with a different software and then open InDesign to place or relink these files.

Are you referring to the list of recent folders in the system navigation (Open/Save) dialog?
If so, then it's still there for me on Sequoia.
Do you only have this problem in InDesign or all apps in general?
You can specify the number of recent folder by running this command in Terminal
defaults write .GlobalPreferences NSNavRecentPlacesLimit -int 10
Maybe it got reset for you somehow.
Regardless, I recommend to simply get Default Folder, which will give you much better control over the system navigation dialog. (It's not free but is essential on every Mac, in my view).
Since I'm always using Default Folder, I don't even see the default list provided by Apple (I had to disable Default Folder to confirm that it's still there).

The Terminal command unfortunately didn't work for me but I installed Default folder, I didn't know it existed.
