InDesign obviously crashed and is presenting this interface to report the crash to Adobe.

When this happenes with no document open, maybe at start up of InDesign, I would first trash InDesign's caches. Maybe also the preferences. But first try trashing the InDesign cache first.

 

Where to find the cache and also preferences of InDesign in a particular user folder:

If this will not help and you still see the error and InDesign is crashing, completely uninstall InDesign using the Creative Cloud Cleaner tool. Learn about it:

Then log out of your Creative Cloud Desktop Application.

Restart your machine, log in to Creative Cloud Desktop Application and install InDesign again.
