Bit of a bizzare issue that's been cropping up sporadically
Sometimes, opening a file through ID's internal dialog (Ctrl+O) results in the file opening as Read Only mode. If you open the same file from Windows Explorer instead, it opens in R/W mode as expected. There are no lock files or other users involved. It doesn't matter if it's a network drive or not.
This is a new issue in 18.0 and I suspect it's a change that was made to the internal file open dialog

Issue is occurring across 5 separate machines
It's rarely the same files each time. Restarting the machine or restarting ID brings back expected behavior for a time
Clearing preferences has no effect

Sorry for the trouble, and thank you for reporting the issue. I tested this on the windows10 machine, and it seems to be working fine. I will try the same on the windows11 machine and share the results with you.
Would you mind confirming if you've tested this on a windows 10 machine?
