When using the eyedropper, in certain places I get the error message: "Image is a vector graphic. Eyedropper values based on low resolution RGB proxy."
I want to be able to affect changes throughout the document - what am I doing wrong?

You don't do anything wrong: InDesign simply warns you that the color which has been picked by the eyedropper tool is based on a low res proxy and not by the actual color used in the graphic. If you want to get the actual color, open the graphic in Illustrator and see what color is actually used.

It's just that on one page I can use the eye dropper to copy formatting and then lay that on other text on that page but on the next page I get the error message instead and I don't understand what the difference is in the two pages

And you try to pick up the color from the same vector graphic?
