The only thing I can think of is there are 2 tools in the tool panel to select items.
You have a Selection tool (the one on the left) and direct select tool (the one on the right)
When you select with the direct select tool you are only selecting the objects frame and not it's contents - so to speak.
If you select with the other tool (the one on the left) - you select the frame and all it's content.
If that's not it - then something is wrong
If it's just this file
If a document is not behaving well then try
File>Export
Choose IDML
Open the IDML in InDesign
Save the file as a new InDesign file with a new name
See if the issue persists.

If it's every file
Try resetting your preferences:
Windows: Start InDesign, and then press Shift+Ctrl+Alt. Click Yes when asked if you want to delete preference files.
macOS: While pressing Shift+Option+Command+Control, start InDesign. Click Yes when asked if you want to delete preference files.
A dialog will appear asking to delete the InDesign Preferences, select 'Yes' on this dialog.
