I have read problems like this before in previous versions of Indesign. I didn't expect to have this issue now. I'm running Indesign 2024 v19.1 in a MacOS Sonoma (Mac Studio). When Application frame is off, none of the panels expand; with Application frame is on, then no problem, they act normal. I have already uninstall and clean the application and reinstalled, with the same problem.

I'd suggest restoring. your InDesign preferences and caches. This can often help that kind of problem. Here's how:

That may work. I resolved this in other way: I changed my UI size to small and magically the panels start working fine with the AF turned off. Maybe that did it...

Yup, definetly not a solution, only a workaround with the loss of UI sizes alternatives. It's not satisfactory at all.

FYI, I've created a bug report with Adobe's User Voice program. This seems to be a recurring issue that occurs every time InDesign is upgraded, with in-between updates fixes.
Feel free to check and upvote the ticket to increase visibility to Adobe:
