I created an interactive document in InDesign which contains a text box. Currently you can only type in the box in PDF format.
Is there a way to have rich text capability? i.e. use of paragraphs, bullet points, etc.

no, there is not.
you can however choose the font you want the field to have from indesign.

To build on Jonathan's answer, it can't be done out of InDesign. Once in Adobe Acrobat, it is possible to adjust the form field so that it can accept Rich Text Formatting, but it doesn't add a formatting bar that would allow text to be formatted whilst in Acrobat... it is more for cutting and pasting content from somewhere else to try and retain formatting.

Upon testing it briefly, I was able to bold and italicise words that were in a field by using keyboard shortcuts for bold and italic, but haven't tested it with cut and paste from an email or word document.

To create rich text fields in InDesign you'd need a 3rd-party tool such as our https://www.id-extras.com/products/formmaker/
For short forms (1-page, up to 10 fields), there's a free version.
