InDesign Cloud - Changes were made on another device

Why is it so difficult in this day and age for two or more people to be working on the same file at the same time? Even when I tell my coworker that I am done working on a file that is stored in the Cloud, when they open the file, they will start working on it and suddenly get this message: 

 

Changes were made on another device. Save the document as s new file to retain your changes. Accepting remote changes may override your changes. 

 

I had saved and closed my file 2-3 minutes prior and then notified them I was out. They were working on it for several minutes when they got that notice. That is a design flaw if you ask me. 

 

We've also experienced issues where the file we save out there can't be opened because it has become corrupted. This happens with INDDL files in particular, but has happened with regular INDDC files.

After reading the linked article, it does not address the issue we experienced. First, we experienced a syncing issue that corrupted the file and then we had to find an old local version and edit that one. Second, the content related to ensuring all changes are saved before editing on a different device does not provide a method for verifying it is fully saved on the cloud. My coworker went into the file after I had saved and closed it. How am I to know it is still saving in the background?
