Which version of InDesign are you using and which OS? I had faced the exact opposite issue in version 18.4, wherein I could only work with an active internet connection

Sounds frustrating - I use WIFI have no issues.
Hard to know what's going on here - as WLAN and WIFI are not the same thing, but often used interchangeably.
Are you connected directly to a WIFI or are you going through an actual WLAN setup? If so can you give more details of your setup?
A spinning wheel on macOS typically indicates that the system is waiting for a process to complete, and if it happens specifically when Wi-Fi (WLAN) is activated, it suggests there may be a conflict or issue related to the network settings or hardware.
Network Configuration Issue:
Reset the network settings by going to System Preferences > Network, selecting the Wi-Fi option, and clicking the minus (-) button to remove it. Then add Wi-Fi back by clicking the plus (+) button.
Faulty Network Profiles:
Go to System Preferences > Network > Advanced and check the list of preferred networks.
Remove any that you don’t recognise or no longer use.
Also, try connecting to a different Wi-Fi network to see if the issue persists.
DNS Settings
In System Preferences > Network > Wi-Fi > Advanced, go to the DNS tab and add new DNS servers, such as Google's (8.8.8.8, 8.8.4.4) or Cloudflare's (1.1.1.1).
Software Conflict
Have you any software running in the background (like a VPN, firewall, or security software) that conflicts with the Wi-Fi connection?
Check if any such apps are running and try disabling them temporarily to see if the problem goes away.
Quick way to do this is to restart your Mac in Safe Mode - connect to the WIFI (WLAN) and open InDesign only - does the issue persist?
PRAM/NVRAM or SMC Reset:
Reset the PRAM/NVRAM and SMC you can find instructions on Apple’s support site. This is safe and often resolves strange system behaviour.
Wi-Fi Hardware Issue:
Running Apple Diagnostics (hold D while booting up) might help identify hardware issues. If the problem is hardware-related, you may need to contact Apple Support or visit an authorised repair centre.
