Indesign is blurry on external monitor, but NOT Photoshop

What is going on here...

 

I am using a standard 1080p monitor on windows, even in this screenshot you can see the difference - PS text is sharp like all other applications, but everything in Indesign is slightly blurry. Its extremely hard to work with because all the text, images, UI are slightly blurred.

 

I cannot find any scaling options (I have it set to 100% on the settings in windows)
