Indesign is blurry on external monitor, but NOT Photoshop

What is going on here...

I am using a standard 1080p monitor on windows, even in this screenshot you can see the difference - PS text is sharp like all other applications, but everything in Indesign is slightly blurry. Its extremely hard to work with because all the text, images, UI are slightly blurred.

I cannot find any scaling options (I have it set to 100% on the settings in windows)

Start by providing some information about your system: Please tell us what operating system (exactly) you're running. Please tell us (exactly) what InDesign version you're using.

Is this something new? Did you make any changes in your system?

There is a UI Scaling preference. What do you have that set to?
