Indesign paste in palce to another layer doesn´t work

Hello,

I have a problem with function "paste and paste in place". When I have any object in Layer 1 and I want to place it on the same place, but to another layer, it doesn´t work. everytime it´s placed in the same layer. what can I do? how can I place object to another layer?

In the Layers pallet menu, uncheck Paste Remembers Layers.
