InDesign Server - MMC - Cannot Create Instances

After installing indesign server, and opening MMC, I right click on InDesign Server, and attempt to add new instance. Nothing happens. I should see one, two, three, four, whatever, new instances appear, ready for configuration, but, nothing. Zero. Zilch. Nada.

Nothing shows up in logs, either.

Oh, yeah, and hey, Adobe, when are you going to update your installation manual and fix the "regsvr64" instruction? There is no regsvr64.exe.

I've no experience with InDesign Server
