Why are the available edit tools different based on browser/device?

InDesign version 16.3

Windows 10/Chrome Browser - Only the Pin and Pencil tools are available

Windows 10/Firefox Browser - All Tools are available

iPad/Safari Browser - Pin, Highlighter, Redline, Replace - Missing Pencil

I see that others have reported missing tools as well. Is there any recognition that this is a problem and what the proposed fix will be?
