Is there a formula for fill-in-the-blanks for large woorkbook/textbook?

I am very familiar with laying things out in InDesign but this is my first workbook that will be printed for a class setting where people will be handwriting in the answers and I just wondered if there is a formula for setting up the fil-in-the-blanks to leave enough room depending on the word length, line spacing, etc?

You could make:

An object style for a rectangle frame that could have a predefined width and height.

A CC Library (or ID Library) snippet of a pre-sized rectangle that you could drag-n-drop into the layout.

A table that contains one cell (which can flow with text).
