Issues with Publish Online in InDesign-Error16

this document I have successfully uploaded before with videos

but after I update few new pages without new video today

thie file size doesn't change too much，but doesn't work anymore and shows error #16

the indd file size itself is only 64MB 

so, I'm not sure whats happen and have been really struggled

When you edit an ID file, it can "bloat" the file, even if the edits don't add a lot of file weight. To decrease the size of the file, do a "Save As" and give it the same name; this will usually decrease the overall file size. If that doesn't resolve the problem, I think you'll need to downsample the videos a bit using Handbrake or another utility. https://handbrake.fr
