You might need to select the Colour - currently it's empty - try selecting the cell(s) and as pointed out by @Dave Creamer of IDEAS  @Susan Culligan to have the lines turn blue 

Then ensure all the settings are active, including the one that looks like it's set to Nothing.

Olso, it looks like the vertical lines in the little cell icon next to the line weight aren't  selected (they turn blue when you they're active), so if it's only the vertical lines that aren't appearing, make sure they're all blue.
