Maintain the order of assets across 100+ pages when pages are moved around/added/deleted

I have a set of six recurring assets that run across 100+ pages (split into six documents). The assets don’t appear on every page—but do appear on most. Currently, if I move pages around, the assets move with the pages, resulting in the assets appearing in the wrong order. I would like to set this up so, if I move pages around, the assets adjust over the pages to remain in the correct order.

 

For example (in this example, I’m pretending that I only have three assets)...

 

Page 1 = Asset 1

Page 2 = Asset 2

Page 3 = Asset 3

 

If I insert a page between page 1 and 2, I’d like InDesign to automatically shift the assets around, like so...

 

Page 1 = Asset 1

New page = Asset 2

Page 2 = Asset 3

Page 3 = Asset 1

 

Any recommendations on how to achieve this please? Any help much appreciated.

This is definitely not a capability of InDesign. Perhaps it's scriptable, or could be handled by some expensive data management software.
