This is being caused by the combination of short paragraphs, the requirement to keep the first and last two lines of the paragraph together, and the requirement that the paragraph be kept with the next 1 line of the following paragraph.

That last requirement is usually used for headings, not body text. Keeping the first two lines together can sometimes lead to a blank line at the bottom of a page which may or may not be objectionable. Keeping the last two lines together prevents the last line of a paragraph from starting a page, or being the only line on a page at the end of a story(which can be visually unappealing), and can also lead to a blank line at the bottom of a page to insure two lines remain from the paragraph at the top of the next page.

Your Keep Lines Together isn't the issue. As Peter mentioned, your paragraph style for "text" has the Keep Option "Keep with Next 1 lines" set. This should be "0" for body text styles unless you have a specific need to have it for an individual situation. If you change your Paragraph Style, this will of course recompose your entire document, so you will need to check your layout from the beginning again. You could always do it on a paragraph by paragraph basis.

Note: Your "text" style is based on your imported "Default" style, with that same Keep Option, so check any other styles that may be based on it.

In my attached sample, the green and blue show how your Keep Lines Together : 2 lines at start and end of a paragraph, but the pink shows how the "Keep with next 1 lines" is tying your paragraph together unnecessarily. This leave only the positions indicated in red for possible splits, so you can see how the block of copy at the top of page 67 stays together causing the big gap at the bottom of 66.
