Multiple text flows w/o adding pages

I'm trying to place 2 separate text to flows on 50 pages side by side. Both have the same number of lines but the 2 text flow always adds an additional 50 pages from placing the 2nd flow I would like it to remain at 50 pages. What step am I missing?
