New document does nothing using InDesign CC 2017 on a Dell 5420

So even after performing all firmware updates on a Dell 5420 and dumbing down the performance within the BIOS, we are unable to open a new document using InDesign CC 2017. Both new document options have been tried...old Ctrl-N legacy method as well as the new document window with options that pops up when the app starts. On the laptop the former never pops up the new document window when you hit Ctrl-N and the latter never shows ever. We have replaced the PlugPlugOwl.dll driver which was a suggestion but that does not help. 

I know that Adobe will merely tell us to update to the latest version however we are restricted in that due to the plugins incorporated to work with our advertising system are limited to 2017 at this time. But that still should not matter...why doesn't it work regardless. Has anyone seen this?

Questions:

What OS version?

Does the Cntl-O work in other programs?

If yes, check the Keyboard Shortcuts option to make sure Cntl-O wasn't reassigned. (Unlikely, but one never knows...)

Does it work if you deactivate the third-party plugins (temporarily)?

Did you rebuild the preferences?

If yes, did you uninstall/reinstall?

Yes the control shortcut does work in other apps  - Word, Excel, etc.

We have tried a fresh install with nothing on it except CC 2017 - same issue

Uninstall/reinstall provided the same results sadly - and before that the preferences were wiped out

Strange that the window doesn't even pop up..I would think the wimndow would pop but the command would do nothing - but in this case not even the window pops

Have you tried trashing the preferences on that machine? What operating system is running? Have you ever had that laptop connected to a second monitor? If so, it's possible the dialog is trying to open there.

 

BTW, it's time to start thinking about a new system. Any vendor that hasn't kept up for five years is not going to be around for very long.
