I have had a callback from tier 2 scheduled four times in the last two days, with a 2-hour window, and they have never called me back yet. (InDesign problem)

Unfortunately, this is a user to user forum so you are not dealing with whomever you've previously called here. But, if, as you say, you have an issue with InDesign then please state it in this forum and hopefully one of the many contributors who are mostly top working professionals will be able to provide a solution for you.
