Page Transitions Apply to Spread grayed out

Indesign 2022.  I select single or multiple spreads, now highlighted blue.  I open the Page Transitions window.  I select a transition.  The Apply To All Spreads icon in the lower right is grayed out, with the "Cancel" symbol appearing in my cursor when held over it.  The Apply to All Spreads submenu option is grayed out.  Why would this be?

Not sure. It's working as expected for me on InDesign 2022, macOS 11.6.2.

Is this a new issue? Have you tried rebuilding cache/preferences?
