Since 2022, there is no more Pantone libraries in Adobe softwares:

https://helpx.adobe.com/creative-cloud/adobe-color.html

 

But don't worry, you can download them:

https://github.com/Autocrit/Pantone-color-libraries

 

and install them in Applications⁩ > ⁨Adobe InDesign 2023*⁩ > ⁨Presets⁩ ▸ ⁨Swatch Libraries⁩

* depending on your InDesign version
