A QR code is bascially a machine-readable bar code. If you edit the link, it has to update the little squares to reflect the new destination.

You can create a dynamic QR code by adding a shortlink as the URL. You can change the shortlink destination without having to update the actual QR code.

Yes, but that involves having a server to deal with them. You create a simple QR code that sends people to a link that then serves out the information, which can be changed any time. In most cases, these are paid-for susbscription services of varying costs and abilities depending on things like size of company (if you are a business), but can aslo be configured to be run "internally" if you have a savvy IT person. Search up Dynamic QR codes and you will get an idea of what's involved.
You also need to remember, where a static code is self-contained and has all the information included in it, a dynamic code requires an internet connection to the server to function.
