Use "typical" display settings. Turn off Preflight. Deactivate unused fonts.
All of these have sped up Indesign for me when I've experienced lag.

This problem occurs when switching applications: When in the Finder, for example, you switch to InDesign. It takes 15 seconds to "load".
And it happens again every time you switch windows.

Do you have "Auto Add Adobe Fonts" turned on in Preferences/File Handling? If so, turn it off and see if it persists. Try logging out of the Creative Cloud app and logging back in.

Could you please confirm your exact macOS and InDesign versions, so I can check this more precisely? Moreover, please test the issue in safe mode and in a new local admin user account as well to help isolate any system-specific or user account–specific issues. I'd also recommend trying the suggestion from davecourtemanche to disable Auto-Activate Adobe Fonts in Preferences and log out of the Creative Cloud app and log back in.

Being curious: how do you "deactivate" fonts? ID lists all fonts it can find in the system AND in the fonts folder. That is the default. Deactivation would mean to uninstall them.

Good question! In this context, when we suggest 'deactivating' fonts, we usually mean turning off automatic font activation features (like Auto-Activate Adobe Fonts).
You're right that InDesign shows all fonts it can find in the system and its own Fonts folder by default, and to truly remove a font, it would need to be uninstalled or taken out of those folders.
